What do you think about creating new sub-categories by country or language?

In my experience, it’s best to wait until there is a need before creating sub-categories. Like, “Gee, there’s so much discussion in Portguese, let’s give it its own sub-category.” If you create sub-categories, hoping that it will encourage people to post there, they just look like ghost-towns.
